MOHAMMED LEGION OF HONOR
Constitution and By-laws

 

Constitution ARTICLE I

 

The name of the organization shall be Mohammed Shrine Legion of Honor. Hereafter referred to as L.O.H.

 

ARTICLE II
The object of L.O.H. shall be to perpetuate the memory of those who died in the service of their country; to foster the spirit of comradeship, patriotism and love of country; to instill an unswerving loyalty to our Illustrious Potentate, and to assist in upholding the principles of A. A. O.N.M.S. and particularly Mohammed Shrine Center.

 

ARTICLE Ill
Elective Officers shall be: Commander, 1st Lt. Commander, 2nd Lt. Commander, Adjutant, and Finance Officer; all to be elected for a term of one year at the annual meeting for Election of Officers to be held during the month of October in each year and prior to the annual meeting of Mohammed Shrine Center. It is possible that the same officers may be nominated and elected for an additional term and if so, they shall be “elected for a term of one year, each year.” The newly elected officers shall be installed in the office within sixty days after the election.
In addition to the Elective Officers, there shall be appointed three Directors for the term of one year.
An Executive Board shall comprise the five Elected Officers and the three appointed Directors. The function of this board shall be to supervise the conduct of the Officers and general membership, when deemed necessary. They are to act as an advisory and consul in all important matters brought before the membership, such as programs and projects to be presented to the membership for approval, and all vital question and controversial maters.
The Executive Board shall meet at the call of the Commander, or upon written request of the (3) members of said Board, or the (3) members of the general membership, addressed to the Commander, who will then call and preside over said meeting. Only the Executive Board members have the voting power at said meeting, to resolve all problems and questions brought before said meeting. The Potentate may appoint an Ambassador to represent the Elected Officers of Mohammed Shrine Center, who will be an ex-officio member to all such meeting, and his presence will be left to the discretion of the Potentate. Notification of such meetings will be forwarded to the Potentate through the current Shrine Center procedures and channels.

 

ARTICLE IV
The insignias and colors shall be prescribed by the International Association. Each member shall provide himself at his own desire and expense, upon his initiation, with the insignia of the Legion of Honor. Only insignia authorized by the International Association may be worn.

 

ARTICLE V
Eligibility for membership shall be limited to members of Mohammed Shrine Center or other duly accredited Shrine Centers, A. A. O. N. M. S., in good standing, who have received, and present proof of, an Honorable Discharge or satisfactory Certificate of Service for their last service; or, who produce evidence that they are on active duty, with the Armed Force of his country, at the time of application. Persons receiving Life Membership must meet these same qualifications.

 

DUES
Fees shall be $15.00 per annum, payable January 1St of each year. An initiation fee of $15.00 shall be paid with each application of membership, in addition to the first year dues. Fees after July 1 will be $7.50. Life membership will be $100.00. Members must present a paid current dues card to be eligible to attend any stated meeting. Members whose dues are not paid shall be carried on the roster of the Adjutant for a period of two years after the date they first become in arrears, at which time they shall be automatically dropped from such roster. Persons suspended for nonpayment of dues can be reinstated by unanimous ballot of the members present, and payment of dues owed at time of suspension, plus current year dues. Anyone who has properly demitted should be reinstated by unanimous ballot of the members present, and payment of current year dues.

 

DUTIES OF THE OFFICERS
The Commander shall be the chief executive officer, preside over all meetings, and call special meetings when he deems it necessary. The Commander shall be responsible for the proper conduct of the order and direct all activities during his term.
After his election and prior to the installation, the Commander shall appoint a Chaplain, a Judge Advocate, Quartermaster, Assistant Quartermaster, Provost Marshall, Sergeant-at-Arms, Reporter, (3) three aides, and name three (3) members To the following committees:
(a) Publicity
(b) Social Activity
(c) Finance
The Commander shall have full accountability for all required meetings. The Commander, as well as the Ambassador of the Potentate, shall be ex-officio members of all standing and special committees. The Commander is to be an additional member of all committees, including the planning of the Installation of Officers and other special events. The Commander may appoint any committees and special committees as he deems necessary.
The 1st Lt. Commander shall assume the duties of the Commander during his absence. He will act as Liaison Officer for the Commander. He will serve on the Social Activities committee as an ex-officio member, and coordinate the activities of the Publicity Committee. The 1st Lt. Commander will act as an understudy and assist in the planning and implementation of events.
He should submit, after his election and before his installation, a proposed budget, not to exceed the income for his term of office, which will include expenses for all social events, including expense for attending the GLSA, IALOH conventions and Installation of Officers, for the on-coming year, to the membership, for approval. He shall perform other duties as may be assigned by the Commander.
The 2nd Lt. Commander shall assume the duties of the 1st Lt. Commander during his absence. He will be responsible for membership. His objectives should encompass enlistment of new members, develop programs to enhance the desirability of being a member, and acquaint others of our activities. The 1st Lt. Commander shall coordinate the activities of the Social Activities, Finance Committee, Shrine Center duties as required, and perform such other duties as may be assigned by the Commander. He is responsible for coordination of Finance Committee and the Commander’s objectives along with being available for Shrine Center duties as requested.
The Adjutant shall assume the duties of the Commander during the absence of the Commander, 1st Lt Commander, 2 nd Lt Commander. He will keep all records, collect all dues money and submit to the Finance Officer. He will maintain a roster of membership, generally discharge the duties of a secretary of similar organization, sign all contracts obligating the Mohammed LOH, and perform other duties as required by the Commander.
The Finance Officer shall receive all revenue from the Adjutant and Social Activities Director, deposit in a bank of his choice, pay all bills, provide a monthly report to the membership and perform such other duties as may be assigned by the Commander.
The Chaplain shall open and close all meetings with a prayer perform other duties as may be assigned by the Commander.
The Judge Advocate shall advise the Commander and membership upon matters concerning the Constitution and By-laws, changes therein, including the drafting of proposed amendments and perform other duties as may be assigned by the Commander.
The Quartermaster will procure all authorized equipment and office supplies, from the appropriate source, necessary to provide for the membership and perform other duties as may be assigned by the Commander.
The Assistant Quartermaster shall assist the Quartermaster, when necessary, and in his absence perform his duties and other duties as may be assigned by the Commander.
The Provost Marshall shall assist the Initiating Officer in the Initiation of new members and perform others duties as may be assigned by the Commander.
The Sergeant-at-Arms will ensure that all attendees are current members of the LOH. Keep a roster of attendance at each meeting, check current dues cards, and perform others duties as may be assigned by the Commander.
The Junior Past Commander will make himself available to assist the Commander in the planning of events.
The Aides will be available to perform such duties as may be assigned by the Commander.
The Reporter, if assigned, work with the Publicity Committee to ensure that all monthly activities of the Mohammed LOH are published in the Shriner and perform other duties as may be assigned by the Commander.
The Publicity Committee will ensure that all meeting and Social function of the Mohammed LOH are published in the Shriner and Posted on the Shrine web site. All fund raising events will be published on the Shrine web site and all Masonic newsletters as necessary to ensure a good response, and perform other duties as may be assigned by the Commander.
The Social Activity Committee shall coordinate all social activities of the Mohammed LOH. It will coordinate with the Commander the number of Social Events planned for the Commander’s year. Obtain Commander’s approval for the place being selected prior to scheduling the event. Provide the Commander and Finance Officer Copies of expenses so a price per person may be established before the membership is notified. The Director will submit all bills to the Finance Officer for payment. The Director WILL NOT SIGN ANY CONTRACTS TO OBLIGATE THE MOHAMMED LOH. ALL CONTRACTS WILL BE SIGNED BY THE ADJUTANT. IF THE DIRECTOR SIGNS A CONTRACT HE WILL BE RESPONSIBLE FOR PAYMENT OF SUCH CONTRACT. Perform other duties as may be assigned by the Commander.
The Finance Committee will audit the Finance Officer records during September of each year and before the election. The committee will report to the membership their findings. They will perform other duties as may be assigned by the Commander.
All Officers will assist in the major fund raiser of “Onion Sales” by assisting the Onion Chairman achieve the highest results.

 

APPLICATION FOR MEMBERSHIP
Application for membership shall be in writing. They shall show the full name, age. military service serial number, full and complete designation of the branch of the Armed Force of which the applicant was a member, the date of entry into and evidence of Honorable Discharge or separation from the service, or his current status with respect thereto, and shall bear the written recommendation of one active member. A DD-214 or copy of an Honorable Discharge, along with proper dues and initiation fees is required.
Such application shall be submitted to the adjutant and present for acceptance at a regular meeting of the membership. If there is a failure of proof of positive eligibility the applicant shall be notified by the Adjutant, in writing, that he is not eligible for membership. Applicants, who are found to be eligible for membership, and duly elected be the membership, shall be notified be the Adjutant, in writing, of their acceptance as members and invited to present himself, at the next regular meeting, for his obligation.

 

ELECTIONS
Prior to (at least two months) the scheduled election of officers meeting, the Commander will appoint a Nominating Committee. This committee will select and submit names of qualified candidates willing to serve in the office they have been selected for. The officers are Commander, 1St Lt. Commander, 2nd Lt. Commander, Adjutant, and Finance Officer. The Nominating Committee will present their list of candidates to the Commander, at the election of officers meeting.
The office of Commander, 1st LT. Commander, 2nd Lt. Commander, Adjutant and Finance Officer may be nominated and elected by majority vote of members present at the annual stated meeting. Voting shall be by secret ballot only, and shall be tabulated by tellers appointed by the Commander. In case of a tie, a run-off secret ballot shall be taken. Openings in the line offices shall be filled at the discretion of the Commander.

 

DELEGATES
The Commander and 1st Lt. Commander will act as delegates to all conclaves and meetings. Should these offices not be available because of illness, occupational interference, or family commitments, the 2nd Lt. Commander and Adjutant shall serve as delegates, in that order. If they are unable to serve, delegates will be selected in order as follows: Finance Officer, Social Activities Director, Publicity Director, and Finance Director. However the Commander may appoint alternate delegates outside of this order, if approved by a majority vote of the membership, at any regular meeting.
Expenses for the delegates shall set at and not to exceed $500.00 per convention.
This Constitution may be amended at any stated meeting of Mohammed Legion of Honor by a two-thirds majority vote of those present and entitled to vote, and voting at such meeting. Such voting shall be by secret ballot, unless waived by a motion from the floor.
All amendments shall have been offered in writing by at least five (5) members at any stated meeting at least four weeks prior to voting, and all resident members notified of the proposed change, and the time of action thereon, which notice shall be sent to members at least fifteen days before action.
Amendments will not become effective until approved by the Potentate. Whenever any proposed Amendment has been approved or disapproved by the Potentate, the Commander shall announce the Potentate’s action thereon at the next stated meeting.
